Legal digest for the Christmas tree
A few statistics: from January 1 to December 28, 2025, the Verkhovna Rada of Ukraine registered 1,900 draft laws, which we learned about from legal digests throughout the year. Some of them made our work easier to one degree or another, some raised questions during implementation. The last – December – legal digest “for the Christmas tree” was prepared by lawyer Dimitrii Strichenko:
- The President signed the Law on the State Budget for 2026;
- the minimum pension in Ukraine may increase from UAH 2,595 to UAH 25,000 – at least this proposal was submitted to the People’s Deputy for consideration;
- they want to open access to the Register of those liable for military service for recruitment centers;
- every Ukrainian will be able to get their own coat of arms – for a family or a company;
- the kopeck will be replaced by the shag, but not immediately: for a certain time, both coins will be in circulation;
- the statute of limitations will not apply to negative claims;
- a law has come into force that allows critical defense enterprises to temporarily reserve military personnel, even if their military registration documents are missing or the data needs to be clarified;
- a law on the “founder of the state independence of Ukraine” has been adopted;
- the Verkhovna Rada (VR) will regulate the procedure for paying compensation to whistleblowers of corruption;
- a European-style court penalty will be introduced in Ukraine to force citizens to comply with court decisions;
- the VR is preparing to adopt the Law on the Basic Principles of Housing Policy, after which the Housing Code and the Law on Housing Privatization will cease to be valid.
