Apartment Inspection: What You Need to Know
A person can also buy a home on their own: a realtor will find an apartment, and a notary will draw up a purchase and sale agreement and certify ownership. However, the task of checking the seller/developer, as well as the real estate object itself, is assigned to the buyer (or his lawyer). How and what to check, says Ivan Topor, head of the real estate and construction practice of DE-JURE, lawyer, candidate of legal sciences.
- Ownership of an apartment can be checked using online tools – the Diia or Opendatabot portals.
- If the apartment was reconstructed, the seller must provide permission documentation from the State Architectural and Construction Inspectorate for the start of work and acceptance of the object into operation.
- To find out who is registered in the apartment, a notary or seller can contact the Center for Administrative Services and obtain a certificate of the composition of registered citizens at this address at the time of alienation of real estate. Before signing the purchase and sale agreement, the seller may sign a statement that he certifies the absence of registered persons in the apartment, including minor children.
- Regarding information about debts for housing and communal services, you should contact the company that provides them: condominium association, manager, cooperative. However, this must be done by the owner of the apartment, not the buyer.
