How can an entrepreneur get rid of debts when there is no money?

According to Opendatabot statistics, as of May 2025, more than half of existing individual entrepreneurs (1.29 million out of 2.17 million) owed the state more than UAH 13 billion.

A significant part falls on entrepreneurs who pay a single tax of groups 1 and 2 who were mobilized – it is currently impossible to calculate the exact number of such entrepreneurs. Yes, in the case of mobilization, an individual entrepreneur is exempted from the need to pay a single tax, but this process does not occur automatically, and the entrepreneur himself must document the right to the benefit.

Our lawyer, a specialist in judicial practice, Vladyslav Martynchuk, commented on the dangers of unpaid debt to the Minfin website.

First of all, an individual entrepreneur should check how and when the debt was formed, and whether this is not a tax error. If the debt is real, the result may be both a transfer to the general taxation system and other fines and sanctions.
