Legal Digest: Resumption of the Limitation Period and Other News

A legal digest is a report that contains the latest legislative updates for the law firm’s staff to review.

To stay up to date with the latest changes in legislation, every month one of the specialists of “DE-JURE” prepares a digest of news that we discuss at a special meeting. This time, the list of innovations was presented by lawyer Alina Kulava:

  1. From September 4, 2025, the limitation period, which has been on pause since 2020, will be resumed.
  2. In the Odessa region, as part of decommunization, local general courts were renamed (for example, the Illichivsk City Court became the Chornomorsky).
  3. The Law “On Factoring”, which should bring factoring in Ukraine closer to the best international counterparts, has been submitted to the President for signature.
  4. The postponement of mobilization for teaching staff will now be valid for a year. This allows us to eliminate inaccuracies in terms.
  5. People over 60 years old can now serve in the army under a contract, if their health allows it.
  6. Financial inclusion banks will appear in Ukraine, which will be able to provide financial services, including to people without smartphones, bank cards and access to online services.
  7. The Rada approved a bill on a military ombudsman – a civilian who will protect the rights of all servicemen of the Armed Forces of Ukraine (including foreigners and stateless persons) and police officers participating in hostilities.
  8. The Grand Chamber of the Supreme Court concluded that the return of an enforcement document to the collector is not a basis for lifting the arrest of the debtor’s property.

We will take all these and other innovations into account in our further work and inform our clients about them.
