VLK under the new Law (from 02/13/2025)

Who does not need to pass the VLK?

1. those who are excluded from military registration due to unfitness for military service
2. all persons with disabilities
3. those who passed the VLK after 05/04/2024. That is, if your VLK states “fit for service in military support units, TCK and SP, VVNIZ, training centers, institutions (institutions), medical units, logistics, communications, operational support, security units” – you are not obliged to pass the VLK.
   to conscripts (up to 25 years old)

Who needs to pass the VLK?

Conscripts, including those who are abroad, if all four conditions are met simultaneously:

1. you are conscripted
2. age from 25 to 60 years old
3. are not disabled
4. have a VLK conclusion “on limited fitness” dated before 04.05.2024, and have not passed the VLK after this date. Including if your conclusion is already 5,10 or 15 years old.

Do women need to pass the VLK?

Yes, if a woman is conscripted (for example, a doctor). In other cases, the obligation does not arise.

Do I need to wait for a summons (call, referral)?

No. From now on, the initiation of the VLK is carried out independently by the conscript, without waiting for the appropriate referral from the CCC and the SP (let me remind you, previously the obligation to undergo arose from the moment of receiving the referral to the VLK from the CCC and the SP, that is, the initiator was the CCC and the SP, now – the conscript).

When is it necessary to undergo the VLK?

Until 06/05/2025. You can initiate it whenever you consider it necessary, even today. The main thing is that you have time to finish it by 06/05/2025. That is, not the date of referral to the VLK, but the date of conclusion of the VLK must be by 06/05/2025.

What will happen if I do not do this?

If you do not do this, you are likely to be held administratively liable in the form of a fine of 17 to 25.5 thousand hryvnias, a wanted list, etc. Similar to the “data update” procedure in the CCC and SP, which took place in the period May – July 2024.

Is a referral to the VLK necessary, or can you just come to the commission and do everything “in the order of a live queue” without such a referral?

No, before starting the VLK procedure, you must obtain an appropriate referral, which determines the VLK in which you are undergoing an examination.

How to obtain a referral to the VLK?

Contact the CCC and SP for a referral (directly in the CCC and SP in paper form)
Generate a referral in the “Reserve+” application )without visiting the CCC and SP. A notification with details about passing the VLK will be received within 24 hours. Such a referral is valid for 30 days.

Do I need to independently carry the VLK certificate to the CCC?

The legislator has provided that after passing the commission, it is not necessary to visit the CCC – the data is transferred from the VLK to the CCC, and you enter the data into the EDRPVR (“Oberig”).

Is it necessary to pass the VLK in the institution specified in the referral?

No, in any institution where the appropriate commission has been created. But be prepared that your CCC and SP will reject such a Conclusion, and you will need to defend your right.

Is it possible to pass the VLK abroad?

It is impossible to pass the VLK abroad, that is, only to come to Ukraine.
